Rubio said in a statement that the United States is "facing enormous challenges globally" and that the current State Department is "bloated and bureaucratic, making it difficult to fulfill its important diplomatic mission in the new era of great power competition." The restructuring plan aims to bring the U.S. State Department "into the 21st century" to better advance core U.S. national interests. According to U.S. media reports, the first phase of the comprehensive State Department restructuring plan will cut approximately 15% of staff within the United States and eliminate 132 offices. It is expected to reduce about 700 positions in the capital Washington, and some institutions related to democratic human rights and diversity will be shut down. Meanwhile, new institutions will be established, including a new department specifically addressing so-called "emerging threats," focusing on areas such as cybersecurity and artificial intelligence proliferation.
