The Ministry of Science and Technology has just officially issued Circular 31/2025/TT-BKHCN, marking an important update to the digital technology development strategy in Vietnam from 2026 onwards. This Circular introduces the List of Key Digital Technology Products and Services - a new orientation framework built on the foundation of inheriting 16 key information technology products mentioned in Circular 19/2021/TT-BTTTT, while expanding to a series of pioneering digital technology fields such as AI, semiconductor chips, space, robots, cybersecurity and blockchain.
The new list of the Ministry of Science and Technology covers 10 key product and service groups, from artificial intelligence, digital copy, virtual reality, cloud computing, big data, quantum computing to fields such as blockchain, 5G/6G infrastructure, autonomous robots, semiconductor chips and national digital platforms. These groups are all technologies that are forecast to shape the global digital economy in the next decade. Notably, products such as Vietnamese large language models, new generation virtual assistants, AI devices at the edge, large-scale data centers, low-altitude remote sensing satellites or national-level cybersecurity systems are all identified as investment and development priorities.
The presence of semiconductor and space technology products in this list shows Vietnam’s clear direction in participating more deeply in core technology industries. These are also the fields that are attracting strong global Capital , especially when the demand for AI chips is booming and large technology companies are continuously expanding their investments in low-altitude satellites and space internet.
In addition, the national digital platform group continues to be emphasized as Vietnam is entering the digital transformation phase 2.0, in which big data, electronic identification and shared platforms will play a central Vai in operating public services and modern governance systems.
Circular 31/2025/TT-BKHCN will officially take effect from January 1, 2026, paving the way for the implementation of support programs, investment priorities and development of key digital technology products nationwide. Many businesses expect that this new list will create a fair competitive environment and promote the emergence of technology products with Vietnamese imprints, especially in fast-growing fields such as AI, robotics, blockchain and cybersecurity.
