I think the fair way to deal with qc is pow.  Once qc migration is implemented, and the qc migration deadline passes, accounts that aren’t migrated should require a pow to move.
If ecdsa is broken the challengers will spend up to the value of the abandoned account to move.  If ecdsa is not broken, any challenge is likely from a legit account and will only have one pow hash.
