Without this diversity scoring, if you follow a very active account (or one the algorithm really likes), your feed could become flooded with their tweets. Therefore it is designed to ensure variety even when one author is producing highly-ranked content.

- decay_factor: How aggressively to demote repeat authors
- floor: The minimum multiplier ensures even a 10th tweet from someone isn't completely buried

A tweet's final ranking is influenced by engagement predictions, your relationship with the author, recency, media type, and several other diversity penalties (like this one for authors, but also for content type).
I can only assume this resets on a UTC timezone but nobody has a clue.
