“The people will rise” is one of the oldest political delusions on record. Every movement that has staked itself on that belief has failed. The people do not rise. They do not wake up. The people cannot function as a unified political actor with a coherent will. This is not a defect you fix with better education, better messaging, or a shift in the news cycle. It is a law of political reality, as fixed as anything gets. What actually happens is this: counter-elites emerge. They displace other elites. That is the whole story. There has only ever been one political order. Oligarchy. Elites rule. The people do not. The only questions that matter are who holds power and what they do with it.​​​​​​​​​​​​​​​​ The moral status of the ruling oligarchy is the preeminent cause of a secure and just political order. Everything else is pretense.
