Software developers should not be liable for what others do with their software. ISPs are not liable for internet crimes. Meta isn't responsible for the hundreds of thousands of scammers on its platform. WhatsApp won't be held accountable when someone uses it to coordinate a bank robbery. A gun manufacturer won't go to prison for a school shooting. Just because something may be useful to a criminal doesn't mean it was intended or built for them.
