The UN says 1.3 million Palestinians urgently need shelter, and tents, tarps, and basic materials for all of them have were pre-positioned for entry just outside Gaza’s borders two months ago. But Israel is deliberately blocking any of it from entering for a third straight winter, forcing displaced Palestinians to endure cold, rain, and flooding in shredded makeshift tents.
