Shielded Labs, lead by @zooko, is developing Crosslink - which will allow users to stake, yes.
Ultimately, it’s up to the community what gets added to the protocol, the same for any upgrade/change to Zcash.
So the answer is that it could happen, and is deep in development, if the community wills it.
