On January 15, 2025, the Ministry of Information and Communications organized the 6th National Forum on the Development of Vietnam's Digital Technology Enterprises with the theme: "Mastering digital technology, mastering Vietnam's digital transformation process through Vietnamese digital technology enterprises".
At this Forum, General Secretary Tô Lâm officially assigned the task to One Mount Group, a member of the Vietnam Blockchain Association (VBA), to build the "Make in Vietnam" Layer 1 Blockchain network. This is a strategic move to make Vietnam master Block technology, creating a foundation for breakthrough development in the digital era.
In his directive speech at the Conference, General Secretary Tô Lâm outlined 7 key tasks to be carried out in the coming time, while welcoming the idea of assigning and delegating tasks to pioneering enterprises to master the strategic digital technology of the Ministry of Information and Communications. The General Secretary believes and expects that the ministries, sectors, and enterprises will realize the grand goals, bringing "Make in Vietnam" products to the international level.
"I propose that each of our digital technology enterprises set high, ambitious development goals for themselves, continuously improve the quality and quantity of human resources... By 2030, Vietnam must be the leading country in Southeast Asia in research and development of the digital technology industry, and must create at least 5 large digital technology enterprises in the region and in the world," emphasized General Secretary Tô Lâm.
With a commitment to invest 200-500 million USD, One Mount Group will develop the Layer 1 Blockchain network with criteria of high speed, outstanding scalability, optimal security, and consensus mechanism. This platform will not only meet the demand for domestic Block technology development, but also be ready for international integration, becoming a bridge to public Blockchain networks globally.
The "Make in Vietnam" Layer 1 Blockchain network will be the core platform, supporting the operation, exploitation, interaction and interconnection between different types of Block networks, promoting the development of Decentralized Applications (DApps) in many fields such as finance, healthcare, education, and public services.

By taking on this task, One Mount Group and other members of the Blockchain Association will contribute to applying Blockchain technology to build a digital government and digital citizens in Vietnam, turning Blockchain technology into a driving force for socio-economic development, helping to position Vietnam as a leading country in the region and having an impact on the international Blockchain technology arena."
The Vietnam Blockchain Association (VBA) has been assigned two tasks in the National Blockchain Strategy. Specifically, VBA is tasked with coordinating with enterprises to develop "Make in Vietnam" Block platforms, build operating mechanisms, exploitation and interaction, interconnection between different types of Block networks operating on the Vietnam Blockchain infrastructure and gather Vietnamese digital technology enterprises to build Blockchain platforms, promote information sharing, and enhance competitiveness against foreign enterprises.
