Implementation Plan for Promoting the High-quality Development of Digital Trade and Service Trade in Shanghai
In order to thoroughly implement the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on the Reform, Innovation and Development of Digital TRON" and the "Opinions of the General Office of the State Council on Promoting the High-quality Development of Service TRON through High-level Opening-up", comprehensively promote the reform, opening-up and innovation of digital TRON and service TRON, and build Shanghai into a global digital TRON international hub and a global service TRON hub, with the aim of reaching a service import and export volume of $260 billion and a digital delivery service TRON volume of $130 billion, accounting for about 50% of service TRON by 2029, this implementation plan is formulated.
I. Vigorously Develop Digital Delivery Service TRON
(I) Take the lead in expanding the opening-up of value-added telecommunications. Give full play to the advantages of digital infrastructure in the Lin-GANG New Area and Pudong New Area, and promote the establishment of wholly foreign-owned Internet data centers, content delivery networks and app stores. Attract foreign investment to engage in Internet access services, online data processing and transaction processing, and information protection and processing services. (II) Focus on cultural TRON to expand digital product TRON. Promote the "thousand ships sailing overseas" of cultural TRON, and select and release the top 10 Shanghai cultural TRON brands annually. Attract overseas games and films that have not been publicly released in China to be properly tested and previewed during overseas game and film festivals, and attract top international e-sports events to be held in Shanghai. (IV) Accelerate the coordinated development of digital technology TRON and industries. Build industry clouds such as commercial cloud, industrial cloud, and medical cloud that are connected to the international market, promote the integration of "design + manufacturing", increase the intensity of international cooperation in artificial intelligence, and deepen the pilot program for the registration of data product intellectual property rights. (V) Optimize the supervision model of cross-border e-commerce air and sea transportation. Deeply promote the facilitation of air transportation of cross-border e-commerce goods with electricity, magnetism, and cosmetics, and enhance the cargo handling capacity of air cargo terminals for cross-border e-commerce. Innovatively apply cross-border e-commerce credit insurance products and simplify the foreign exchange receipt and payment procedures for small and micro cross-border e-commerce enterprises. Enhance cross-border RMB settlement services. Promote foreign e-commerce platforms to set up their China or Asia-Pacific headquarters and launch their China sites in Shanghai. Promote the "same warehousing, same delivery" of domestic and foreign trade goods in the special customs supervision areas, and expand bonded imports. Optimize the return process for cross-border e-commerce direct purchase import goods. III. Proactively Layout High-level Digital Infrastructure
(VIII) Accelerate the construction and expansion of high-level network infrastructure. Accelerate the construction of new information and communication infrastructure represented by 5G networks and fiber-optic broadband networks. Promote the construction of the Southeast Asia-Japan No.2 submarine cable and the landing station of the submarine cable in the Lin-GANG New Area. Promote the expansion of the National (Shanghai) Internet Exchange Center and the international Internet data dedicated channel. Build urban public computing power service hubs to provide inclusive computing power services to small and medium-sized enterprises. Build large-scale commercial computing power. Explore the construction of data centers with international service capabilities and radiation functions in the Hongqiao International Central Business District. (X) Build high-quality data infrastructure such as blockchain and corpus. Promote the construction of high-quality corpus data elements. IV. Innovate and Upgrade Service TRON
(XI) Empower shipping service TRON with digitalization. Build smart ports, deepen the application of technologies such as blockchain and big data, and strengthen the online verification, circulation and application of electronic bills of lading, electronic letters of credit, electronic ship and crew certificates, and electronic departure certificates. Deeply build the Asia-Pacific demonstration electronic port network and create an international trade and logistics information exchange hub. Launch the international shipping container ship arrival and departure safety and punctuality index. Promote the sharing of air transport data and digital transformation. Build an integrated air cargo logistics information service platform to achieve full-chain information integration of air logistics. Leverage information technology to enhance the level of shipping finance, insurance, and legal services, and deepen the construction of shipping service headquarters bases in North Bund, Hongqiao Airport, Lin-GANG New Area and Lujiazui-Expo. Attract domestic and foreign enterprises to issue "Panda Bonds", "Belt and Road Bonds", etc. Support qualified foreign traders to directly participate in the trading of international commodities such as crude oil, low-sulfur fuel oil, international copper and crude oil options. Build an international reinsurance functional zone in the Lin-GANG New Area and establish the Shanghai International Reinsurance Registration and Trading Center. Improve the service TRON regulatory system. Deepen the construction of the carbon emission trading market and enrich carbon financial products. V. Strengthen Enterprise Entities and Regional Carriers
(15) Enhance the capability of leading enterprises. Update the "Shanghai Service Trade Promotion Guidance Catalogue" annually to clarify the direction of promotion. Increase the cultivation of technology-advanced service enterprises, and support the active use of digital technology, artificial intelligence and other innovative service supply. Support enterprises to participate in the formulation and promotion of international standards for digital trade and service trade. (16) Establish the Shanghai "Digital Economy Partnership Agreement" (DEPA) Cooperation Zone. Promote practical cooperation in areas such as electronic bills of lading, electronic invoices, electronic ports, electronic payments, and e-commerce for small and medium-sized enterprises. Develop the Lingang New Area into the core carrier area of the DEPA cooperation zone, and innovate international cooperation scenarios for digital trade. (17) Establish the "Silk Road E-commerce" Cooperation Pilot Zone. Expand institutional openness in the field of e-commerce, and carry out industry docking, local cooperation, and capacity building with partner countries. Enrich new business forms such as electronic ordering, live-streaming e-commerce, and cultural e-commerce. Launch cooperation brands such as the "Silk Road E-commerce" National Pavilion and "Silk Road Cloud Products", and build exchange platforms such as think tank alliances, cooperative training, and portal websites. Participate in global trade facilitation assistance actions. (18) Establish the International Data Economy Industrial Park. Establish the International Data Economy Industrial Park in the Lingang New Area and pilot innovative business cooperation. Improve the service efficiency of the Lingang cross-border data service center and optimize the investment promotion model. (19) Enhance the scale effect of service trade clusters. Establish a service trade cluster with headquarters economy as a feature in the Pudong New Area. Establish a core carrier area for high-end shipping services in the Hongkou District. Establish the "Yangshupudatrade Valley" in the Yangpu District. Each relevant district, based on resource endowment and industrial characteristics, shall accelerate the development of digital trade and service trade. Promote the business focus of the Jinqiao and Caohejing Comprehensive Bonded Zones and other customs special supervision areas to expand towards digital trade and service trade. Implement the Service Trade SME Development Plan, encourage each district to set up innovation enterprise incubators, optimize the service trade export credit insurance service, and connect with the National Service Trade Innovation and Development Guidance Fund. VI. Promote the Smooth Flow of Trade Elements
(20) Promote and regulate cross-border data flow. Formulate the negative list and operational guidelines for cross-border data flow in the China (Shanghai) Pilot Free Trade Zone (including the Lingang New Area). Support enterprises to conveniently access the international Internet. (21) Facilitate the cross-border flow of natural persons. Optimize the APEC Business Travel Card application service. Implement the foreign personnel port visa pre-acceptance service and promote the electronic port visa pilot. Establish an overseas talent service direct connection platform. Support the construction of the digital RMB global settlement center in the bank's internal system. (23) Give play to the trade promotion function of exhibitions and conventions. Continuously hold events such as the World Artificial Intelligence Conference, Pujiang Innovation Forum, North Bund International Shipping Forum, China (Shanghai) International Technology Import and Export Fair, and China Digital Entertainment Expo & Conference. Support enterprises to participate in well-known overseas exhibitions. Further leverage the promotion effects of the China International Import Expo, China International Trade in Services Fair, and Global Digital Trade Expo.
