in the case of a CUSF it still requires >51% of hashrate to enforce a change in order for it to work
in this proposal, is that property still the same? a majority of validators would need to run it?
That's actually a great question! Added my analysis at the bottom of the post. TL;DR technically >2/3, but actually >1/3 for tendermint since it favors safety over liveness.
