I don't know the Austin scene, but what @anothercohen describes has worked to create startup ecosystems via "spinning out" teams from successful startups. Look at how the healthcare NYC ecosystem has developed - huge number of @OscarHealth and @flatironhealth alumni taking their learned experiences there to launch new startups.

I love Austin but the most noticeable difference in sourcing candidates between here and SF is the lack of people with actual startup experience.
It's all big companies: Amazon, Walmart, Dell, etc.
In San Francisco there are hundreds (if not thousands) of people who have worked
