No, you cannot achieve all three properties at the same time. That's the entire point of the onchain privacy trilemma.
If there are no retroactive decryption mechanisms or velocity controls, which is Aztec's position based on my understanding, the protocol will empower anyone indiscriminately, including illicit actors, and hence not threat-resistant as defined in the trilemma.
