Registering (and paying) regardless of eligibility is questionable; what's the point? These days, project teams are either actively participating in new offerings or on their way to doing so. The few who aren't always pull some trick. After half a year or even 1-2 years of hard work, just before the deadline, they demand registration and payment, and then tell you you're not eligible.
