PoW is the mechanism that determines who gets the administrative priviledge to write the next block. That privilege = a form of administrarive control over the network. The whole point in linking that control to PoW is to make it too costly to gain & maintain that control, i.e. to decentralize it.
This was one of the core design changes b/w Finney's RPoW protocol & Nakamoto's RPoW protocol...

The keys and associated signatures are orthogonal to PoW and unrelated except when combined for bitcoin. PoW is not controlling anything other than what is a valid chaintip for consensus.
