The bill aims to enhance the regulatory framework for virtual asset activities to address the potential risks posed by fiat stablecoins to financial stability, ensure adequate protection for users, and harness the benefits of virtual assets and related technologies.
(i) Issuing fiat stablecoins in the course of business in Hong Kong;
(ii) Issuing fiat stablecoins that claim to be pegged to the Hong Kong dollar value in the course of business; or
(iii) Actively promoting the issuance of their fiat stablecoins to the Hong Kong public.
