Foresight News reports that, according to The Block, the Russian Central Bank and Ministry of Finance will launch a cryptocurrency trading platform for "qualified investors". Russian Finance Minister Anton Siluanov stated, "This will legalize crypto assets and bring crypto operations out of the shadows. Of course, this will not happen domestically, but as part of a business allowed by the experimental legal regime."
The Russian Central Bank submitted a proposal in March to allow cryptocurrency trading "under the experimental legal regime (ELR) to serve qualified investors". The scope includes those with securities and deposit investments exceeding 100 million rubles (approximately $1.2 million), or those with annual income over 50 million rubles (approximately $600,000).
