
PANews reported on June 5th that according to crypto journalist Eleanor Terrett, eight top policy Washington, including DeFi Education Fund, Coin Center, Solana Policy Institute, Digital Chamber of Commerce, Blockchain Association, Crypto, Bitcoin Policy Research InstituteteInstitute, and Paradigm, issued a joint statement calling for the inclusion of the bipartisan Blockchain Regulatory Certainty Act (BRCA) into the 2025 Digital Asset Market Clarity Act. The bill, led by Representatives Tom Emmer and Ritchie Torres, clearly does not impose "money transmission business" registration requirements on non-custodial software developers and infrastructure providers. The statement emphasizes that open-source developers fundamentally differ from traditional financial institutions, and this amendment is a foundational policy guaranteeantfor protecting DeFi innovation. The House is expected to revise the related bill next week.
