We've often found protocols that have 2 out of 3 of these criteria but lacking one of them usually means that the market does not care at all about the token. A number of tokens are languishing in this category with zero bid and will remain the case until the missing feature is fixed. Also think public market token buybacks are  simplest and offer lowest reg risk to teams vs dividend payouts for eg.
