Philippine Senator Bam Aquino has announced his intention to introduce a new bill that would put the Philippines’ national budget on the blockchain to increase transparency.
According to BusinessWorld , Aquino is expected to file the bill in the coming weeks. The proposal is to integrate the entire government budget and transactions onto a blockchain platform, thereby making all spending public and easily traceable.
In a Facebook post, Aquino said that at the Manila Tech Summit 2025, he emphasized the Vai of technology in “enhancing accountability in governance,” and also highlighted how blockchain can be directly applied to budget management: “I talked about innovations like blockchain-based budget management, so that every peso is transparent and verifiable. With blockchain, the people can know exactly how every dollar of the budget is being spent.”

In late July, the government rolled out the Polygon blockchain-based document authentication system, although the network experienced disruptions on launch day. Earlier, in 2023, the nonprofit Blockchain Council of the Philippines (BCP) signed a partnership with the Department of Communications and Information to promote blockchain adoption at the national level. In an interview, BCP founder Donald Lim also asserted: “We strongly believe that the Philippines can become the blockchain capital of Asia.”
