The new Minister of Digital Development, Lin Yi-ching, announced the government's three major policy priorities during a tea party with the media on September 3rd. These are "AI industry ecosystem," "cybersecurity resilience," and "anti-fraud operations." The government will also continue to promote digital government development, including digital credential wallets.
The opening talk was about AI, aiming to build a complete industry chain
Lin Yi-ching first stated that the Ministry of Digital Development will help Taiwan build a "complete AI ecosystem" and focus on five major aspects:
Computing power : AI startups can use GPU computing power free of charge to help verify their ideas and lower the barrier to entry for entrepreneurship.
Data : The law will be amended to relax restrictions and disclose government data that does not involve sensitive or personal information. At the same time, a sovereign AI corpus will be planned to ensure that the model can reflect local Taiwanese perspectives.
Talent : Establish AI talent identification guidelines to unify training, requirements, and certification standards, and make "talent development" a new industry.
Marketing : We organize matchmaking sessions for different industries such as healthcare, long-term care, and manufacturing, so that new startups can quickly secure big deals.
Funding : The National Development Council has prepared NT$10 billion to invest in companies with strong product and marketing capabilities, helping them enter the international market and go public.
To strengthen cybersecurity resilience, the government and the public need to work closely together
When the topic came to "cybersecurity resilience", Lin Yijing said that the government hopes to work closely with the private cybersecurity industry to jointly maintain critical infrastructure and industrial supply chains.
He pointed out that Taiwan's local cybersecurity companies are quite impressive and play a key role in the global satellite supply chain. Furthermore, Taiwan boasts the IC industry, which is at the core of the democratic supply chain. Therefore, the government must work with the industry to protect it.
He added that the government's goal is to strengthen cybersecurity protection while also allowing the cybersecurity and satellite industries to reap substantial profits and enter a positive cycle.
The government is taking a three-pronged approach to prevent fraudulent operators
The final focus was on fraud. Lin Yijing directly listed the three main areas in which the government combats fraud:
Law : A special law against fraud has been passed, and the real-name system for advertising has also been implemented simultaneously.
Technology : Launch of the "Internet Fraud Reporting and Inquiry Network," as well as new mechanisms such as logistics encryption codes, DNS resolution stop (RPZ), and government-exclusive short code text messages.
Business : Actively seek cooperation with internet giants such as Google, Meta, and LINE, asking them to "stop being bystanders" because they have the most data and can use automated tools to prevent fraud in advance and assist the police in tracking it down afterwards.
(Note: DNS blocking means blacklisting confirmed fraudulent URLs. If a URL is confirmed to be a fraudulent website, this mechanism will directly block the URL resolution, preventing users from connecting to the website.)
Promote digital credential wallets to strengthen public privacy protection
In addition to the three key areas, Lin Yi-ching concluded by mentioning that the Ministry of Digital Development will continue to promote the "Digital Credential Wallet." He noted that this tool will be the cornerstone of the future digital world. Its "selective disclosure" feature will not only better protect public privacy but also significantly enhance the efficiency of Taiwan's digital economy.
