They borrowed 40 million USDC from Aave and have spent 5 million USDC to buy 1,326 ETH at $3,771 in the past hour.
This whale/institution has previously bought ETH at the buy the dips after a major drop many times and made a lot of profit:
On August 5th of last year, when ETH fell 15%, they bought 100,000 ETH at around $2,270.
On April 7th of this year, when ETH fell 10%, they bought 25,000 ETH at around $1,700.
