At the conference to implement Resolution 57-NQ/TW, Mr. Truong Gia Binh stated that FPT participated in building the Au Lac AI Alliance and developing a large-scale Vietnamese language model. This model has 70 billion parameters , has been trained on 112 billion Token , and currently has approximately 5 million regular users .
Mr. Binh likened it to "his own ChatGPT," aiming to serve Vietnamese users and create a foundation for a domestic AI ecosystem.
Investing $100 million in Quantum AI & Cyber Security
Another highlight is FPT's establishment of the Quantum AI & Cyber Security Institute (QACI) on December 3rd, along with a commitment to invest $100 million . The goals for 2035 include: training 100 PhDs , developing 2,000 technology experts , and publishing 500 papers, patents, and intellectual property assets .
From "doing it yourself" to "doing it together" with the local community.
FPT stated that it is shifting from a "do-it-yourself" approach to a collaborative "do-it-together" model, based on three principles: shared goals, shared action, and Chia responsibility . Some examples cited include cleaning up land data, deploying open data, and supporting digital transformation at the local level.
In the semiconductor sector, "Make in Vietnam" chips designed and tested by FPT have been exported to Japan and South Korea .
FPT's four key proposals.
At the conference, the Chairman of FPT put forward four major recommendations:
Building the foundation for digital government , considering AI as the fundamental technology for national governance.
Forming a national cybersecurity defense alliance with "Make in Vietnam" products.
Promoting public-private partnership models , testing mechanisms, and breakthrough investments in new technologies (semiconductors, low-level economy, railways, etc.).
Mastering the technology for operating, controlling, and protecting railway systems is considered a vital factor.

In the context of AI becoming a national capability race, the fact that a Vietnamese company has announced a large-scale language model with tens of billions of parameters – and millions of regular users – shows that domestic AI is entering a phase with real products and users , not just research.
