Mechanistically, things are changing. Legally, I don't think they are. I have yet to see someone lay out why proposing a block would incur legal liability but attesting for an unfinalized one would not (under existing legislation or after CLARITY etc).

It's wrong though. Either validating sanctioned txns is legal or it isn't. Coinbase and other large, US domiciled stakers now propose txns that violate sanctions, clearly they feel they aren't liable. FOCIL just cuts inclusion time 16x.
