Utah Bitcoin Reserve Bill Passes, But Doesn’t Include Strategic Reserve Component

Odaily Odaily reports that the Texas State Senate passed the Strategic Bitcoin Reserve Act SB 21 with a vote of 25 in favor and 5 against. After that, SB 21 needs to be submitted to the Texas House of Representatives, where the bill will be assigned to the relevant committee for review, amendment, and hearings. If the House amends SB 21, the Senate must agree to these amendments, otherwise the two sides need to coordinate through a conference committee to produce a final version. The final version agreed to by both sides will need to be voted on separately. After passing the House and Senate, the bill will be sent to the Governor of Texas for signing. The Governor can choose to sign the bill, making it law.

Odaily reported that Zhu Su posted on X platform, stating that the establishment of the strategic Bitcoin reserve bill sends an important signal, as Bitcoin has long been seen as a challenger to the US dollar or a protocol that facilitates "illegal" fund transfers. The strategic Bitcoin reserve allows Bitcoin to be viewed as a digital bearer asset on par with gold, which will be recognized in the West and around the world. The US government does not need to accumulate hundreds of millions of Bitcoins, but only needs to make Bitcoin the sole coordinating point for digital value storage.

According to the announcement on the White House website, on March 6, 2025, President Trump signed an executive order to formally establish the Strategic <Bit> Reserve and the U.S. Digital Asset Stockpile, in order to strengthen the government's management of digital assets. The executive order requires the Treasury Department to set up a dedicated agency to manage and control the custodial accounts, managing the government's holdings of <Bit> and other digital assets, which are mainly derived from criminal or civil forfeitures. The executive order also restricts the government from selling or disposing of these assets, unless it involves legal requirements, compensation for crime victims, or law enforcement purposes. All federal agencies need to submit a report on their digital asset holdings within 30 days, and the Treasury Department will assess the management and legislative requirements within 60 days.
