Elon Musk and members of the Government Efficiency Department (DOGE) were interviewed on 3/28 to share the current progress of fiscal spending cuts and how to improve the federal government's outdated IT systems, contract mechanisms, and retirement systems. While critics argue this is a shotgun approach, Musk explained: "We are targeting specific areas, not cutting indiscriminately."
Repairing the Paper Hell, Retirement System Stuck in a Mine
Joe Gebbia, co-founder of Airbnb, is currently in charge of reforming the federal retirement system and discovered that the government retirement system still relies on paper-based operations.
Gebbia stated that in Pennsylvania, there is an abandoned mine used by the government to store and process documents, filled with nearly 20,000 file cabinets containing 400 million documents. He pointed out that the current retirement process takes 6 to 9 months and is often calculated incorrectly.
He stated that the current reform goal is to fully digitize all operational processes.

DOGE engineer Arum Mandasi pointed out that systems like the Social Security Administration and IRS have some that are over 50 years old, with high maintenance costs and low efficiency.
He gave an example that the Social Security Administration receives numerous daily calls requesting bank account information changes, of which:

- Data is not interconnected between systems, allowing fraudsters to claim unemployment and disability benefits using deceased identities.

Tom CR, head of Treasury reform, stated that the US government currently has only one main payment account, which once held funds of $800 billion, but cannot track where the money is spent.
Currently, the government loses up to $50 billion annually due to fraud and improper payments, and the federal government cannot even pass an audit, with severely lacking accounting records. Tom describes: "If this were a company, it would be delisted, and management would be arrested."
Baby Loan Case and Living to 120 Years Old, Loopholes Numerous as a Joke
Doge discovered that the small business loan system had issued $300 million to people over 120 years old, and another $300 million to "bosses" under 11 years old. Even more outrageous, a 9-month-old baby "successfully obtained a loan" because fraud groups stole the infant's social security number.
These situations reflect that government systems are not interconnected, giving fraudsters opportunities to exploit.
Reducing Without Cutting, Personnel Adjustment Method Revealed
Anthony Armstrong, responsible for personnel reform, stated that the IRS has 1,400 people dedicated to issuing laptops and phones. Assuming each person serves 2 employees per day, they could serve 14 times the total number of IRS employees in a year.
To reduce excess personnel, the reform adopts a mild approach, including voluntary retirement and early severance bonuses. Currently, less than 0.15% are being forced to leave.

Former oil company executive Tyler Hasson took over reviewing all Interior Department contracts and found that the Joe Biden administration essentially has no review process.
He pointed out that the $1 billion online investigation case was randomly found during a holiday. Doge is currently reviewing every expense and subsidy, uploading abnormal information to the Doge official website for public access, with plans to provide real-time queries in the future.
System Reorganization, 700 NIH Systems Unable to Communicate
In the Department of Health and Human Services, the team discovered that the National Institutes of Health (NIH) alone has 700 IT systems that cannot communicate with each other, along with 27 Chief Information Officers (CIOs).
Doge's reform plan focuses on directly allocating research funds to researchers instead of schools and promoting IT system integration to improve research efficiency and control.
Credit Cards Outnumber Employees, Internal Control Extremely Loose
Doge also found that the federal government has issued 4.6 million credit cards, while there are only about 2.3 million employees, with card numbers already exceeding the standard. Currently, 300,000 cards have been recovered.
Doge is now promoting stricter card issuance processes and usage reviews, reforming the fiscal system according to corporate internal control standards.
External Pressure Continues, Still Standing Firm
Musk and Doge members noted that they currently face opposition from Congress, left-wing judges, and NGOs, but these opposing voices never target actual reform items, only seeking to engage in verbal warfare. Musk also emphasized that the reform results will ensure that a 94-year-old grandmother can smoothly receive her due welfare benefits.
Finally, when asked why he joined this battle, Musk stated: "I feel this is my patriotic duty. If we don't do this, America will sink." He further emphasized that the entire reform action could only proceed smoothly with the support of Trump and his cabinet, otherwise it would be impossible.
