alt="图片"></p><section></section><section><span>这是加密行业的又一重要里程碑。</span></section><section></section><h3><strong><span>比特币登堂入室：美国战略储备新棋局</span></strong></h3><section><span>我们从美国政府的角度来看待这个事情。美国设立比特币战略储备的目的是加强和巩固美国在全球金融体系中的主导地位。</span></section><section><span>行政命令中说得很清楚：“目前美国政府持有大量 BTC，但尚未制定相关的政策来发挥这些 BTC 在全球金融体系中的战略价值。正如妥善管理国家对其他资源的所有权和控制权符合国家利益一样，我们必须利用而非限制数字资产的潜力，以促进国家繁荣。”</span></section><section><span>美国历史上有过多次战略储备的先例。比如：</span></section><section><strong><span>战略黄金储备</span></strong><span>——19 世纪美国实行金本位制，美元价值由黄金储备支持。1933 年罗斯福总统签署 6102 号行政命令，禁止私人持有黄金，强制回收黄金并存入联邦储蓄银行；1934 年美国推出《黄金储备法案》，将黄金储备移交财政部；1944 年美国通过布雷顿森林体系，承诺以 35 美元/盎司 兑换黄金，使美元成为国际货币；直至 1971 年尼克松总统时期才宣布美元与黄金脱钩，布雷顿森林体系宣告崩溃，金本位制结束。</span></section><section><strong><span>战略石油储备</span></strong>——1974 年美国与沙特及 OPEC 国家达成协议，石油的国际贸易必须使用美元，美元自然成了全球外汇储备货币；1975 年美国国会通过《能源政策和节约法案》，设立战略石油储备（SPR，Strategic Petroleum Reserve），最高峰时美国 SPR 储备量近 7 亿桶，2024 年储量降到了 3.5 亿桶。<strong>2024 年 6 月 9 日，美国与沙特之间的石油美元协议正式到期，沙特宣布不续签。</strong></section><section><span>当然，还有一些影响没那么深远的战略储备，包括——铀、稀土、白银、粮食等。</span></section><section><strong><span>石油美元体系结束一年不到，美国设立战略比特币储备。</span></strong><strong><span>说明比特币“数字黄金”的共识已经很强了。</span></strong></section><section></section><section><span><strong><span>美国战略比特币储备的战略考量</span></strong></span></section><h3><strong><span>1、美元金融霸权的巩固</span></strong></h3><section><span>长期以来，美元在全球金融体系中占据主导地位，是国际贸易和金融交易的最主要结算货币。然而，随着全球经济格局的变化、新兴经济体的崛起、地缘政治格局的重塑，美元的金融霸权地位面临挑战。</span></section><section><span>比特币作为一种去中心化的数字货币，在全球流通方面具备独特的优势，其交易不受传统金融机构和政府的控制，能够突破地缘政治的限制，实现全球范围内的快速交易、便捷流转。</span></section><section><span>如果美国通过加强美元与比特币和Crypto之间的联系， 并通过率先建立比特币战略储备，得以在Crypto领域占据制高点，将 Crypto 市场纳入美元结算体系，从而巩固美元在国际金融交易中的地位， 无疑将是在新金融时代对其美元金融霸权的又一次有力捍卫。</span></section><section>正如特朗普在白宫加密峰会中提到的，<strong>建立比特币储备就是建立“虚拟诺克斯堡”</strong>（诺克斯堡是美国的一处储存国库黄金的基地）。同时，他也提到国会立法者正在推动有关美元稳定币和数字资产市场监管明确性的法案，他会<strong>确保美元的地位长期保持稳定。</strong></section><section><span>棋已落，势已成。从顶层设计上来看，这可能是首次对外公开宣布这样的想法。但其实美国企业已经在 Crypto 领域布局了关键赛道：资产发行方面——虽然业内对RWA代币化过程中无法实现 Trustless仍存诟病，但富兰克林邓普顿（Franklin Templeton）已经成为发行美债RWA规模最大的传统金融机构；资产证券化方面—— 以BlackRock为首的传统金融机构发行的美国 BTC 现货 ETF 总资产管理规模已经超过 1000 亿美元；资产交易和托管方面——纳斯达克上市公司Coinbase是ETF 的主要托管商。</span></section><section><span>现在最缺的是一套明确的监管法案，让加密行业以后免受类似“拜登政府的不清楚边界的打压”，以及多个政府部门的交叉、无序、模糊监管。</span></section><h3><strong><span>2、对抗通货膨胀的利器</span></strong></h3><section><span>理论上讲，建立战略比特币储备，可以一定程度上对冲通货膨胀。</span></section><section><span>根据世界银行的数据，美国 alt="图片"></section><section><span>美国联邦政府债务总额已经突破 36 万亿美元，创历史新高。而且美国联邦政府债务占 GDP 的比例近年来持续上升，反映出债务增长速度超过经济增长速度。由于债务规模扩大和目前的高利率状况，2024 年美国联邦政府的利息支出达到约 8820 亿美元，财政负担有点大。</span></section><section><img alt="图片"></section><section><span>比特币是“数字黄金”，可作为对抗通货膨胀和解决国债问题的潜在“利器”。所有国家的政府都会通过增发货币来刺激经济，导致货币贬值和通货膨胀。比特币总量恒定，因此被视为抵御通货膨胀的理想资产。</span></section><section><strong><span>促使美国政府建立战略比特币储备的原因是多方面的。</span></strong>除了<strong>巩固美元霸权地位</strong>和<strong>对抗通货膨胀</strong>，从<strong>金融创新需求</strong>来看，比特币、区块链为金融行业带来了新的发展机遇；从<strong>全球金融竞争</strong>出发，就像在这个行政命令中提到的“率先建立战略比特币储备的国家将获得战略优势”；从<strong>美国当局利益</strong>角度，特朗普是在<strong>兑现竞选时的承诺</strong><span>，美国Crypto 相关利益集团在这届特朗普政府班子中的影响力有显著提升，对政府决策产生了一些影响。</span></section><h3><strong><span>对 Crypto 市场的深远影响</span></strong></h3><section><strong><span>特朗普的行政命令利好不及市场预期</span></strong></section><section></section><section><span>这个行政命令中关键有这么几点要求： </span></section><section><span>1、财政部长应设立一个办公室，负责管理和控制“战略比特币储备”（SBR）的托管账户，该储备资金来源于财政部持有的、刑事或民事案件罚没的BTC。存入 SBR 的 BTC 不得出售。</span></section><section><span>2、财政部应设立一个办公室，负责管理和控制“美国数字资产储备”的托管账户，该储备资金来源于财政部持有的除 BTC 外的所有数字资产。财政部应制定负责任管理美国数字资产储备的战略（没说不能卖）。</span></section><section><span>3、财政部长和商务部长应制定策略，以获取额外的政府 BTC，而且不能增加预算，不能给美国纳税人带来额外成本。（具体怎么获取更多 BTC？你们自己想办法……）</span></section><section>美国政府手里现存的约 20 万枚 BTC，是从刑事或民事案件中罚没的。特朗普让财政部长和商务部长制定策略， <strong>“在不会对纳税人产生任何成本的前提下，增加比特币储备的持仓”</strong>。</section><section><span>这个行政命令的方案不及市场预期，</span><strong><span>主要是社区被另一个联邦层面法案吊起了胃口</span></strong>——参议员 Cynthia Lummis 提交的<strong>“Bitcoin Act”（提议美国财政部在 5 年内购买 100万 BTC，并持有 20 年）</strong>，已经被否决了。</section><section><strong><span>联邦层面仍在推进的 Crypto 相关法案，对市场影响中性</span></strong></section><section><span>在美国，总统行政命令（Executive Order，EO） 和 国会立法（Congressional Legislation）还是有些区别的，遗憾的是近期联邦层面的比特币相关法案没有成功立法的。目前联邦层面正在推进的 Crypto 相关法案有三个：</span></section><ul><li><section><span>H.R.148：Keep your Coins Act of 2025</span></section></li><li><section><span>S394：GENIUS Act of 2025</span></section></li><li><section><span>HRes111：Expressing support for blockchain technology and digital assets.</span></section></li></ul><section><span>其中，HRes111有点瞎搞，没啥内容，大概率会失败；Keep your Coins Act(H.R.148)是提议要保护个人对加密资产的自我保管权；GENIUS（Guiding and Establishing National Innovation in U.S. Stablecoins ) Act是针对美元稳定币的监管法案，这个法案的内容是为美元稳定币发行人设定许可和储备要求。</span></section><section><strong><span>特朗普在白宫加密峰会时表示，希望 8 月休会前能送到他的办公桌上让他签署的，主要是指美元稳定币创新法案（GENIUS Act）</span></strong><span>。可能社区对这个法案没太多期待，因为实在看不出来有什么实质利好。</span></section><section><strong><span>各州政府的战略比特币储备法案，或可期待</span></strong></section><section><span>除了联邦层面的立法，有一些州政府也在积极推动 Startegic Bitcoin Reserve Act 的立法进程，比如亚利桑那、德克萨斯、新罕布什尔、俄克拉荷马州等。也有5个州已经否决了，包括蒙大拿州、北达科他州、南达科他州、宾夕法尼亚州、怀俄明州。</span></section><section><img src="https://static.fwimg.io/img/feed/3b60376fcf5afe81eabb955b6af2a0c4.jpg" 的公共资金投资于比特币或任何市值超过 5000 亿美元的数字资产；肯塔基州则是提议将最多 10% 的剩余现金投资于市值超过 7500 亿美元的加密货币和获得适当监管批准的稳定币。</span></section><section><strong>总体而言，特朗普的战略比特币储备EO长期肯定是利好</strong>。<strong>政策面</strong>，只要特朗普的行政命令不朝令夕改，最少接下来几年会是友好的政策环境。<strong>资金面</strong>，虽然联邦层面没有百万 BTC 增持计划，各州提案若有通过或有真金白银投资。<strong>市场供需面</strong>，在<strong>供应端</strong>，美国政府罚没的比特币存入战略比特币储备且不得出售，减少了市场上比特币的流通抛压；在<strong>需求端</strong>，美国政府的战略比特币储备决策，可能会吸引更多投资者对比特币的兴趣，包括一些传统金融机构和大型企业，这可能为他们开展加密业务消除了顾虑，甚至会引发更多国家建立战略比特币储备。</section><h3><strong><span>结尾</span></strong></h3><section><span>引用Michael Odaily reports that the state of Texas has officially created a Bitcoin reserve fund, becoming the first government-managed cryptocurrency fund in US history. The state senate recently passed SB 21 to establish the fund. Lieutenant Governor Dan Patrick stated that this initiative is an important milestone in the development of cryptocurrency, and also aligns with President Trump's vision of making the US a global leader in cryptocurrency. Texas is leading this transformation. According to the plan, the reserve fund will hold <BTC> as well as other top cryptocurrencies with a market capitalization of over $500 billion, and will be overseen and guided by a newly established advisory board.
