According to BlockBeats, on April 13, CCTV News reported that Iran submitted a legal document to the International Maritime Organization's Legal Committee meeting, stating its position on the results of the previous special meeting of the Council.
Iran denied claims of "blocking the Strait of Hormuz," stating that the root cause of the current deterioration in maritime security in the Persian Gulf lies in external military actions. It also emphasized that any so-called "safe maritime passage" arrangement must be approved by Iran. Regarding the issue of navigation in the Strait of Hormuz, which has attracted international attention, Iran clearly stated in its document that the strait remains open to international navigation, but due to the current deteriorating security environment, the associated risks have significantly increased.
Regarding the proposals from some countries to establish "safe maritime passages," Iran emphasizes that, as a littoral state of the Strait of Hormuz, it has the legal right to ensure the safety and management of navigation in the relevant waters. Any shipping arrangements must be carried out in full coordination with and with the consent of the relevant Iranian authorities; otherwise, they would constitute an interference with the jurisdiction of the coastal state.
